Yeah, enchantment is zone specific as well.
I thought the latent only worked in the specific area related to which beastmen the throwing item is titled after, but I could be wrong.

That's exactly 50% of your max HP, definitely worthwhile if it gives 50% MP as well.
Yep, it gives 50% MP as well but I've yet to personally confirm. ^^ A hume friend of mine with about 700 MP got said he got ~350 back a couple weeks ago. He's JP though and his english isn't the greatest and my japanese sure isn't. When I saw that I decided to pick one up for myself for my Scholar in Salvage. He is a hume though and for ~350 MP to be 25% for him he'd have to have 1400 base MP, so I'm pretty sure I understood him correctly. 700 MP seems about right for a Hume Red Mage anyways. His name is Decsen and he's also got a Maat's Cap as well.
Just to emphasize the value on this (at least on my server) I'll use the following illustration.
Lieutenant's Cape seems to do 50% instead of 55, but almost essentially the same effect. Vile Elixir +1 is unstackable and about 100 of these would cost 4,000,000g on Odin. 56,000 Imperial Standing can be cashed in for about 375,000-400,000 on Odin. Granted it's a 30 minute recast but you can also have this along with a Vile Elixir +1 for even more return in mission-critical situations. 10 or 20 charges, I wouldn't bother, but 100? That's alot of freakin charges. This thing will probably last me a year, LOL.Vile Elixir +1

I haven't had a situation that warranted testing it yet, but I'm using it exclusively for Salvage Chariot bosses. I always go Scholar so I'll post an accurate screenshot regarding MP. I have about 1000 depending on what gear I can equip (as SCH/RDM). Hopefully I'll see a 500 MP return making this cape well worth the Imperial Standing.
I've had the cape for a while now, at about 60 charges left and no way its 50% mp returned. I'd guess around 25-33%. It's great for recovering from weakened fast if thats ever an issue.
Cape seems like something I'd throw on in air if doing Tiamat with less than 10 people like we have been lately cuz of gay pop times.
Even with Gjallarhorn ballads I find myself blowing through MP pools with my HP swap cure3 macro faster than devotion / chivalry can keep up, and this is with ares / parade. It's not always necessary, when your only dmg is BLMs or BLUs and you're trying to not drag the fight out, this seems like it could be handy

HP does seem to be around 50% MP is definatly < 50%. Usually in situations where I need to use it i'm too distracted to record the figures it recovers.
