Did the kid deserve that? Yeah. But was it right that the step dad took matters into his own hands? I don't think so. I voted No.

Let's suppose for a second that one of you guys were the 18 year old, and your step dad picks you up. Wouldn't you be a bit suspicious when he takes you to an abandoned home? It makes you wonder if he had the kid at gunpoint so he couldn't flee. Either that, or the kid is a complete moron.
Ducking your inevitable parental punishment would have just made it worse when he did catch up to you. It just shows you're not willing to take responsibility for your mistake, and your parent is just gonna beat it into your head worse in a Southern region. Besides, if an 18 year old kid went to jail for anally raping an 8 year old girl, he'd have far worse things shoved up his pooper than wrench-like objects. What his fellow inmates would do to him would be "justice" enough, no reason for daddy (even one as checkered and unsavory as the one in question) to go to jail too just to provide a very brutal lesson the kid would've learned in short order.
