Since the ShellV 3/3 numbers had been entered by Valyana they didn't make the move, but they're correct.

Yes full benefit meaning that if it is say iceday and you nuke blizzard, instead of doing 10% more 1/4~1/3 of the time, you'll do that 10% more 100% of the time (at the cost of the 5~6 INT you'd otherwise get on waist slot).
