It closes Fragmentation by virtue of it being water element, not wind/thunder. Induration to Reverberation = Fragmentation

It's from the renkai charts, basically. There's two different forms of them, the one that has the bubbles with all the WSs (and BPs and Blu spells) and arrows linking them up, which I think most people prefer, and the ones that just show the general connection of elements and then list WSs and their elemental properties, which I personally prefer but not many do, but are easier to use to figure out which gorget you need.
If you use a chart of the second variety then it's straightforward, but if you use a chart of the more popular type, then do this: If it's a lower-level (pre-200) weaponskill, look for any lvl1 skillchains it closes and those are the gorgets you can use (it may also close a level 2 but for the reasons like how Raging Rush closes frag above, so unimportant for choosing a gorget). If it's a higher-level weaponskills, you can use the element of any Lv1 it closes, or if it can close a level 2 from an elemental attribute that can also be used to make a Lv3, and look at the two element associated with that.
For instance in your Greataxe example, you probably want one that works for both RR and SC. So you look at RR, it can't close light/dark, and it can close Induration and Reverberation for Lv1s, so you need Ice or Water. Then you look at SC, for Lv1 it can close Detonation so Wind would work, and when it makes Darkness it works as a "Distortion Element" since it can also close Lv2 > Lv2 Distortion (for instance, Savage Blade > Steel Cyclone is Distortion) so Ice and Water would also work. So you get Ice or Water gorget since it works for both weaponskills.
Would a one MP/tick refresh be sufficient for keeping rune chopper's latent active? Or would there be an off tick in which it wouldn't be?
WAR category one merits, I see lots of people with 5/5 Bergressor, but is that really better than 5 in double attack, and maybe 2/3 bergressor?
"Better" is entirely subjective. 4 DA 3/3 Burgergressor is the middle ground of all the options, and will be entirely acceptable whether you're "ZOMG GA ONLY HURRRRR" or "Ridill Ridill nigga".
ffxiclopedia also has the properties of each WS listed, and the page for each gorget lists the WSs that work with it. But you can do it yourself if you really want.
