If you aren't getting an extra attack out of them, they do nothing for you. Since at lower levels it's very rare that you have constant pulls, you disengage each fight which resets your delay.. however, with brown belt you're sitting at 8% haste already:
Assuming X = your delay:
Brown Belt Only
Attack 1: .92X
Attack 2: 1.84X
25: 23X
30: 27.6X
W/ fumas and belt
Attack 1: .89X
Attack 2: 1.78X
25: 22.25X
30: 26.7X
31: 27.59X
You need 30 attack rounds with brown belt for fuma to give you an extra attack round if you're not hasted, while those 2 hits will probably do more than 60 hits with 5 attack, you'll rarely be engaged long enough to get them. With haste, it becomes 26 attack rounds, and still unlikely.
That logic is useless and terrible though, sorry.
Count up the added damage from X attack, and see if it saves you a swing. If it doesn't save you a swing, and just makes you overkill the mob a little bit more, it is useless as well.
The reality is, the haste is better, period. You may kill a mob sooner and avoid a TP attack that could kill someone, or perhaps you'll just deny the mob 1 extra swing and save your mage some MP, or perhaps it let's your puller pull sooner and thus ups exp/hr because you shave 1 second every kill. You really can't sit there and talk about what X% haste does in isolation on 1 single mob. And if you do, you better do the same for other stats. 5 attk adds what, 1 point per swing, at most? So if you don't swing 40 times, it doesn't even save a swing, and does nothing? I made all those #s up, but you get the point...
But we could argue that swinging faster will cause the mob to TP faster!
I disagree. In a pre-tp burn situation where you WILL be disengaging each mob, you might overkill and waste the attack a lot of the time, but you will make use of it sometime. The haste will never get you an extra attack round, which makes it pretty moot as arguing about final killshot is silly when another DD will swing in a fraction of a second.

You can "tp burn" as early as lvl 40, if you set up the party for it...my red mage is currently being lvled and has gone from 41-64 so far on melee burn only parties (with a bard pulling and keeping a mob slept in camp).
That being said, what is your point? Haste will make you parse higher (you will deny another DD their swing). If it takes you 45 sec per kill, and people have some haste to shave off 1 second per kill, every hour you are adding an extra 1.3 mobs. Killing a mob earlier is just as good as "getting an extra swing in", as that is your only goal for getting an extra swing in - to kill the mob earlier.
Anything that 5 attack can make a difference on, so can 3 haste...that being said, on their own, neither will realistically make a noticeable difference.
WSNM quests: Do I need 250 "true" skill? Or can I quest Detonator earlier considering my marks merits? (yes, I played Cor before playing RNG... is that like playing SCH before BLM?)
edit: pretty sure that I heard that belts don't count, but never heard anything about merits, though I'm not too hopeful.
I wanted something short to quote to chime in:
haste has never been about 'getting an extra swing' it's about increased throughput.
if you swing once every 5 seconds for 20 damage, you're doing 4dps
if you swing once every 4.5 seconds (10% haste) for 20 damage, you're doing 4.44 dps (11% more dps) - this matters immediately more or less, since you get that second swing in a tiny bit faster (and the third, and the fourth etc) eventually, yes, it adds up to another swing.
that tiny bit faster means that mob died that tiny bit faster, which means you spent a tiny bit less mp*, which means you rest a tiny bit less, and your puller gets out there again a tiny bit sooner. -> add that up over the course of an hour and you're looking at real gains.
small amounts of attack do the same (all offensive stats do), actually - but 5 attack is relatively less valuable than 3% haste at most levels.**
*yes, it also tp's faster, but it's still the same number of tp moves and you reduced the number of auto swing hits involved.

damn I hate cor and true 250 being the max at 75... first there is no cheap skillup bullet, then there is joyeuse that skews me to melee tp, and that cursed level sync? ugh. I'm going to have to end up meripo as cor forever, since whether or not I care about getting deto (or LS), capped skill would be nice.

I'm not a real game math guy, but I'm not sure that blitz (even if it caps haste) would be anything more than negligibly better than even a 5acc. I guess part of it is I'm considering the fact that the 1% won't factor in so often considering fights would end fast enough that 24-25 (or 25-26? not sure how rounding works) could be an issue.
Of course, I'm also assuming situations like merit mobs and not something that lives longer than 30s+

7 accuracy from 91.5>95 is 3.5/91.5 or 3.8% increase.
93.5>95% is a ~1.6% increase.
So if you're between 93-93.5 accuracy without the Sniper+1, Blitz may start to be better it looks like? Which means you're actually comparing a Blitz ring to less than a Jaeger ring...

Just for another voice, I'll say I'd take the haste over attack if it's paired with a Brown Belt.
That said, if a MNK has a brown belt and is low level, I will be pretty easy on their gear. They might actually know what the fuck they're doing. Might expect more if they're rank 10 (because that means they have a 75 and can farm to some degree), but I'm definitely not going to flip out and gimp thread someone who still is EXPing.
That said (for all those people that like to take a logical idea and snowball it until it's wrong) there's a limit to when you should farm and when you should exp, and my personal limit is "useless slot". If you have a slot of armor that's DEF: xx and nothing else, disconnect from the internet and uninstall FFXI, I don't want to see that shit.

If you go 30 days w/o an evaluation in campaign, do you automatically rank down or if u were doing good enough to rank up, will you still rank up? I want to stop doing campaign so if I can just stop getting evaluations that'd be cool.
Your seal expires after 30 days and you can't do campaign or get sigil(or use teleports either, not positive on that though) until you get an evaluation. When you do get an evaluation, if you did enough points to keep your rank or rank up during that 30 day period you'll keep your rank or rank up. Note that the required points go up as time passes, what would be enough to rank up in 5 days most likely isn't in 30 days.
