Not sure, but if it's like any other Campaign Operation, then no.

The original question (back on 2 March) was whether the Allied Notes gained from SCNMs contributed towards the progress needed for Campaign rank promotion.

Tonight I attempted an evaluation and just went successfully from Steelknight Emblem to Holyknight Emblem after doing Deep Cover III 28 times (7 runs per week for 4 weeks on Sundays/Mondays) and absolutely ZERO Campaign battles. Previously, I had ranked down on this character by the medal's automatic expiration.

So while the answer to the question may still be true, it doesn't appear the basis is. Campaign Ops do in fact contribute to evaluation progress.

Not sure, but should be easy to test using a BLU with Saurian or AFv2 Head and a Tunnel Worm. I would side with 'Yes' on this one as the wiki states its damage formula as being based on HP.

Sure can since they're considered ordinary item drops.

I've been using marine M boots for Jin on NIN, forgot them tonight for my merit party.
Went back and reviewed tonights parse vs. other nights, and they seem to do roughly jack shit for my damage.
So, I've been examining other options and all I can come with are denali, pahluwan, and usukane.

tl;dr Any not-so-obvious WS feet for NIN that I've missed?

Rutter sabatons are also an easy option and better than marine if you don't have the other 3.

I'm finding different numbers from different sources on what the skill tiers are for bio 3. Was curious if anyone knew for sure what they are?

211 is the final tier, so assuming you have capped skill all you need is Blood Finger Gauntlets. If you don't have those, just the NQ in addition to Dark Earring, Abyssal Earring, Merciful Cape, Dark Torque, Glamor Jupon or Nashira Manteel will break it.

According to other wiki, 251 is the final tier... notoriously difficult to reach though.

Based on the 'doing it right' runs that I've done; it doesn't matter how often it uses TP because it should only ever be able to use Fluoresence (boost) and it never gets in to melee range on a tank so no problem.

defense added from cocoon considered, VIT+5 vs 8 defense. (Mainly for ballista, but most of the mechanics are the same anyways, just scaled)

For solo Sneak Attack and Trick Attack, should I stack on as much DEX/AGI (respectively) as possible or hit about 100 DEX/AGI and then use attack+ gear in the remaining slots?

DEX/AGI unless there is a huge amount of atk in that slot. 4STR = 1DEX/AGI respectively, though is slightly better than 1dex and slightly worse than 1agi (with AF+1 hands) due to the minor attack increase, assuming fSTR is not capped (which does not affect the attack increase, but does affect the +fSTR increase).
