    Could someone clearly explain Sword Strap's role in DRK zerg builds?

    It will in fact increase your maxed Rune Chopper delay reduction past 93.3%, but only to 93.5%? It surpasses the "cap" like Hasso and Desperate Blows, it just doesn't have increasing returns with haste gear like they do?

    It works like DW, in that it modifies delay directly instead of accumulating with haste.
    So you would attack at 6.7% of 98% a normal round, or 6.56%, which can be restated as 93.44% reduced attack speed.

    Just nitpicking: Sword Strap is -3%, so it'd be 6.7% of 97%, or 6.499% >> 93.5% attack speed reduction.

    At the haste cap the Pole Strap should do more than Sword Strap.

    Unless you're disputing that Sword Strap is not subject to a hard "haste cap"--and I don't see how it can really fit in with either of the accepted hard caps--this can't really be true. Sword Strap is going to increase your adjusted attack rate by 3%, Pole Strap by 2%.

    The Sword Strap is weapon delay, so it's calculated before haste. Basically the 3% delay at 93.3% capped haste changes the delay from 33.7 to 32.7.

    For the first 30 seconds when you're at capped haste due to Last Resort/Desperate Blows, you will swing 53.3 (53) times. When you add the Sword Strap and calculate the number of swings using 32.7 delay, it turns out you'll only swing 54.9 (54) times. That's only a gain of 1 swing.

    Now, if you equip a Pole Strap with 2% Double Attack instead of the Sword Strap, you'll statistically attack only once more (54 times), however you'll have the chance to Double attack more than once due to how Double Attack works (you could also get 0 extra attacks).

    However for all intensive purposes, the 3% delay and 2% DA will have the same end effect with the Pole Strap having a chance to output more total swings.

    The item drop isn't rare, it's just no one goes to kill that NM.
