Please find actual cap for Apkallu Fletchlings

Tossing this request out to someone who's in the process of leveling Clothcraft around 45 at the moment. The reported level cap on Apkallu Fletchlings is anywhere from 62-67 depending on what you look at. So if someone who's below the 15 level requirement could simply hold onto a wind crystal and 2 feathers and try the synth every time they gain a level, it would be very helpful. Given the relative rarity of the feathers, I don't envision it being the new silk road alternative...but if there was a more agreed-upon level cap, weavers might be more willing to make them and I might be able to find a more plentiful supply of fletchlings for my arrows.
