I can't say I'm much better (I have on Coven Hat, lv15 fishing boots, and the same fortune egg) but at least I can use the damn MP!

The point of idling gear, since it obviously has passed you by:

When you are unable to cast. This is usually when kiting something to range where you CAN cast(while solo, or having pulled aggro.. a la JoF), or while simply waiting during a fight.

How useful is your damage gear then? ? I'll tell you.. Not at all. You macro in a form of refresh and all the defense you can wear. Earth Staff, Sorcerer's Earring, etc. And guess what the Dalmatica has on it? MDB, perhaps the most likely source of damage to you when kiting(if you don't suck) or standing there. And again, it frees up the head slot for defense(hell, even igqira is more useful than having no head) or mp.

I will say that actually nuking in a Dalmatica or.. well.. ANYTHING in it except as listed above is pretty silly. But if you're that oblivious to its usefulness, you're pretty short-sighted. (Useful, but still stupid for people to bust a nut over.)

Sorc Ring latent, and Sorcerer's coat looks like shit compared to Dalm, but the latter is a completely subjective thing.
