Song Recast Delay

Ever since getting bard to 75, I've started looking into gearing up in the "best" way possible. Since for some reason I'm a speedy casting junkie, I've been focusing on gear that could help me pop out songs as fast as possible. Namely, gear that possesses the following attributes: Haste%, Song Spellcasting Time -%, Fast Cast and Song Recast Delay. Which brings me to my quandary:

When it comes to the different types of "speedy casting" attributes, Song Cast Delay is still mysterious and rather nonintuitive for me, and I haven't been able to locate any real information on it. Is it right for me to assume that the Song Cast Delay -2 on the Sha'ir Gages just means that two seconds are shaved off the song recast time?

(Also, does it matter if I'm wearing the gages when I start playing a song, or when the song takes effect?)

Yes it is Negative-Two seconds from the songs recast. This is useful for bards who spam elegy or sleeps sometimes. You may also notice the HQ hands give -4 of the same delay, but those aren't so widely available.

When cast finishes. Sort of off-topic, 5/5 lullaby merits and Sheikh Gages = 9 seconds off of lullaby. I would assume it's still hard capped at 12 second recast if you have marches and/or haste gear, but can anyone confirm?

Pretty sure recast merits affect the original recast value, and you can get the recast to half of that (ie: half of 19 not half of 24).

Lowest recast for most BRD songs is 12 seconds, 50% of the original casting time. No amount of merits or haste will let you go lower.
