It's just FFXI, but I messed around with random settings in DirectX and Direct3D (Absolutely no idea what they did) and I actually managed to log on, but this is what I got...

And for some reason, my Firefox Mozilla Icon on my desktop shared the same "faded" look as POL did for a couple minutes.
I'm banking on more of a problem with the way FFXI is sending commands to your graphics cards so I'd try an updated DirectX for now, and tell me the results. Though with the firefox thing it might be a bigger problem but I'm kinda not hoping for that lol.
Just got the November runtime thing installed (I guess that is the newest version?), same result...
I also tried just inserting the old Radeon 9600 XT to see if it was at least normal. It was not, the same exact thing as it is now...Why does God hate me Orz
Don't like the sounds of how your old Gfx card doesn't work now either, could have zapped something along the way which would suck a lot =/ but let me venture one more question, how old is the computer itself? Mainly the motherboard and processor.
About 3 years old.
Everything else runs fine. Videos on youtube, pictures in general, animated gifs all work fine. I don't really have another game I could try to run, since FFXI is the only game I play on PC :/
This would probably be easier if we had an IM of some sort have MSN per chance? PM me if u do or even AIM or something, I can always install Trill I guess lol

The picture is blocked at work (they block photobucket and other bandwidth related sites), but it sounds to me like your GFX card overheated and fried. By the sounds of it my computer did the exact same thing.
If you're computer savvy enough, open up the tower and see if the fan on the card is even working, or feel the board with your finger tips to gauge its temperature.
I've noticed alot of times dust tends to build up in the computer and settle in the fans either jamming them up so they don't rotate as fast or not at all. That's why I clean my tower about once every 6 months with a can of pressurized air.
If both his cards did that though, it'd seem to me that it's an issue on the software side (or at least, not the graphics card for hardware, unless it's frying them when he puts them in). I'd say to check other 3D graphics stuff. Try some 3D screensavers and maybe download a demo for a game or a benchmark or something.
Could try running a hard drive scan to see if it's corrupt resources somewhere, though it -does- seem more like a hardware thing.

artifacting. try going to newegg/circuit city. get a cheap 50$ card. ffxi could run on a toaster.
