Our group went today with the following set up.
Both of the SAM were /WAR. The SAMs saved 300% TP for the 19% > 0% zerg. We use the same strategy for approaching the zerg ~ waiting until the 19% Dissipation was used, then applying Soul Voice songs while making sure not to give it any TP until the countdown. Ideally, a SAM would want to pop Berserk and Sekkanoki about 10 seconds after Ultima readies Dissipation so they can immediately start spamming WS, and upon engaging do WS > WS > Meikyo Shisui > Meditate > WS > WS > WS > WS. One of our SAM was slow while the other was mega slow. The quicker one got off 5 WS before CB went off, which when added with the melee swings totaled 4409 damage. We got Ultima to 4% before it did Citadel Buster, then finished it off as usual. I think that if your SAMs were completely on the ball, it could be killed before the first CB with just 2 SAMs, possibly with a party of 6 (PLD SAM SAM RDM WHM BRD).
