Because if they're going to be dicks about it they deserve to have trouble for it. All they have to do if they want to be dicks is have a warrant, then they can do w/e they want. Theres no need to give courtesy to those who aren't courteous, and most NY police officers know better because people will tell them to fuck off in a heartbeat without a warrant, then they'll have to get one anyway.
