What are you afraid of? That they'll cancel your account for lying to them? The notarization is nothing more than an authority figure vouching that it was really you who signed it and not an imposter, nothing more.

By the way, does he have any proof that you gave him the ID willingly (such as if you emailed it to him)? Can he prove that he didn't hack it or find out where you had it written down?

It appears that you think his concern is that the "friend" will claim the account was transferred to him. This is not the case.

Yoyo is worried that one of the following will happen if SE finds out the truth:
A) SE declares a violation of the POL User Agreement and bans the account
B) SE prosecutes him for submitting a false notarized document

(A) is a who-cares ending because I'm sure he would rather take a shot at getting the account back and possibly fail than not try at all and definitely fail.
(B) in theory would be pretty ugly but would it really happen? And could they really prove that you shared the information as opposed to having it stolen?

If you're over 18, yes. And that "something big" happens to be perjury.

A notarized document confirming your identiy is a sworn statement carrying the penalty of perjury. The notary is a member of the court (technically) and has the authority to do this.

SE wouldnt even go after the perjury charge unless you were running a major RMT operation in the US, its simply a barrier to keep people out that might manipulate the system. Its just a means for them to save face if you run a scam and a way to keep the amount of 'compromised accounts' down to a minimum that they have to restore.

A linkshell member of mine, Chronic of Valefor, has been restored! All rare/ex seems to be intact.

Like another poster above, he found that his BST was killed many times (25k xp missing). Based on the number of missing beastman seals and kindred seals it appears that RMT used his account on BST to do BCNM/KSNM (and died a lot).
