Ya totally the ringing of the bell is just a signal too the crew. Luffy's not that deep to declare war and signal the new age unless it's by accident. It's not like Luffy's stupid or anything it's just he doesn't care about that I doubt.

It's not without precedent, Luffy had a less depression-fueled transformation at the end of the Enies Lobby arc. The end of this arc is that level on steroids. The whole of the Impel Down arc, even though it ended rather 'well what the fuck was all that for?' melds quite well into Luffy's new position as world-renowned rebel. Before that, he had trouble standing out amongst the other pirates who were on Shabondy before Kuma Juggernaut Punched everyone.

skimming through Chopper's scene, he returned to the island since he now has something he must do there. He's going to research the plants on the island which all have potential to be very powerful medicines.

Sanji tells Iva only the Strawhats would understand the "message".

The food they're eating... is a secret recipe in the Kamabakka.
It can strengthen those who eat them every day.
Sanji is thrilled to hear that, and wants to learn it.
But Iva says no whey they'd let him learn one of the kingdom's secrets until he learns their fighting style.

..... of course, Sanji refuses. He's a man, he won't learn their okama fighting style.

Iva offers another chance.
He will give the 99 masters of the art on the island each a piece of the recipe.

He must go and defeat them to take their recipe.
He will be hounded day and night by the okama on the island who wants to dress him up and turn him into okama.

Sanji takes the challenge, and says by the time he's done beating all of them, he should be several times stronger.

It seems there is no mention of Buggy (yet)

The things I've bolded in your statement are not in this weeks chapter and there for atm not true. I also removed the second spoiler from my earlier post so people would stop getting confused.

Jewelry Bonney

Captain Jewelry Bonney (ジュエリー・ボニー, Juerī Bonī?), nicknamed "Big Eater" (大喰らい, Ō Gurai?), is the captain of the Bonney Pirates, and the only female of the Eleven Supernovas. Bonney is an extremely gluttonous person (but ironicaly, she still keeps her slim figure)with very poor table manners. She would, for instance, demand for more food, even though she hasn't finished her current meal. While she may have bad manners, she has some common sense. She knows when to fight and when to prevent trouble. Bonney also believes in the stereotypical view of what a pirate should be. Bonney ate an unnamed paramythia Devil Fruit that allows her to manipulate anyone's age, including herself, at will. She is voiced by Reiko Kiuchi in the Japanese version.
