Its obviously on purpose. Whenever he draw a cover like this one, he probably write a "to do" note and get back to it many years later when he reaches the right arc. It's quite easy to pull that off when you plan the whole story ahead...something most writers don't do.
He's done it quite a few times actually. He even drew in Luffy's hand drawn fishman in one of the bigger shots of the FI inhabitants.
Well if Bakuman has taught me anything, mangaka read their old work all the time, looking for stuff they can use. Also, where does Luffy's hand-drawn fishman appear exactly?

It's a flashback panel, and if you look closely to the bottom right corner, you see kid Camie and Papagg. Apparently there's a pandaman tattoo on one of the spectators too, but I can't see it.

Hard to say, but I wouldn't be surprised if the name he calls it (fire fist rifle) also sounds like or is close to "red hawk" (or hook, or whatever).
