Blackbeard has a guy that is so big they use him as a boat. I don't know what his deal is. Not all characters can fly, but generally, the more powerful you get the more creative you get in regards to how your power can be used. Luffy could probably just launch himself island to island if he was the type of person that would want to do that.

Also we dont technically know what DF's power actually is. Oda has pulled out some weird shit on us before.

He's not a marine anymore. He's also someone known to sleep at random and be ok with walking on top of the ocean.

Ya I was almost guessing Mihawk as well. It's next to impossible to know 100%. Mihawk and Ao Kiji both travel really light when traveling on the ocean.

My two pence: To me it looks like somebody sitting on the head of a giant bird.

Mihawk is a character who takes himself very seriously, the oversleeping part doesn't seem match his character to me. Also, if people are alluding to the protrusion on the right of the silhouette being part of the hilt of his sword, then it's the wrong shape. I'd also rule out Aokiji as that doesn't look like his bicycle, and he's a free agent now, Punk Hazard is probably the last place he'd want to go.
