My best advice to you is to use a pattern for a pre-existing outfit and then modify as best you can.
If you look at the RDM AF costume, it is basically a long, sleeveless "dress/tunic" with a business shirt collar over a long-sleeved shirt with puffed shoulders. The armor you'd probably want to make out of Wonderflex for lightness (covered with Gesso and then spray painted. Wonderflex can be found anywhere on the web if you search but they have good prices at Cosworx.com and Dazian). I can offer no advice on the tights because making tights that don't fall down is a bitch and awfully hard. Your best bet for the hat is to find a pre-existing black (or red if you're lucky) hat and then add the different colored fabric where it needs to be placed. If you're lucky you might find a nice fedora-style hat at GoodWill or Value Village, if you don't want to pay Nordstrom prices. The feather can be bought at any craft store. The gloves I would suggest buy a pair of black gloves, then add/extend red fabric to the wrists. Use Altanaviewer so you can see details of the sides and back of the costume.
So, about the dress. I'd go to a fabric store (Joanns is good if there's one around you) and look through their pattern books for a spring dress (it doesn't matter if the pattern itself comes with sleeves as you won't use that part of the pattern) that comes around thigh-long and has a wide, flared collar that covers the upper part of your shoulders. A sailor-like dress would have a similar pattern. Don't worry about adding the neck collar itself until you find the pattern for the dress. Depending on which pattern you find, your methods of how to modify it to look like the RDM AF is going to vary. The buckles can be bought at the fabric store too but as they are really just decoration don't worry about actually using them to attach the fabric.

There are usually a few premade costumes for sale on Ebay, I know this isn't really what you're looking for but looking at them might help you out with what other people have done. I realise that one is crapalicious and the pics are poor quality, but it's all that's up atm.![]()
