Unable to accept 'Targeting the Captain'

Today I finished 'Royal Painter Escort' from The Ashu Talif before JP midnight. My set wanted to continue and I went to Nashmau to accept 'Targeting the Captain'. I traded the imperial silver coin and it allowed me to pick the right quest from the menu. The npc then told me that I needed to bring him 1 Imperial mythril piece, however when I bring him this, nothing happens. I tried to zone, relog, rebuy the coin, but the npc doesn't take it. All the other members from my set don't have this problem.

Does anyone else have this problem?
Am I forgetting something?

you may only accept 1 mission per day. you can spend 3 days trading him coins, bank all 3 missions at once, then do them all together, but each mission acceptance must be separated by a jp midnight.
