Rinse and repeat 150,000 times and sprinkle in some homeless people joining in on the fun hoping to get on TV and a little money for crack.
They are desperate, and probably know full well that the general population of Seattle would tell them exactly where they can stick those billboards. Where are they located exactly? It's possible they're trying to catch people on their commute back to other parts of the state (Seattle: the one blue city in a sea of red that somehow carries the whole state by itself every four years).

Hm, well strike that theory then. Those are all in central-ish parts of the city and not major out-of-city commuter roads. I really wonder who they're trying to target with them.
