Like Aeromyth posted above, the high reps/low weight thing is a myth.
Toning is just your muscle compared to your bodyfat above it. Building muscle and losing fat makes you more toned.
You can't get big and bulky without eating more calories than you burn anyway. Even if you weren't lifting, those same excess calories would have just went to fat.
Remember a pound of fat takes up much more space than a pound of muscle so replacing fat with muscle will actually make you smaller.
The scale can be misleading. A person could gain muscle, and gain a bit of weight, but actually be smaller due to muscle being denser than fat.
Almost all the big and bulky people you see in bodybuilding contests (male or female) are taking steroids. (even if the contest is a "natural" contest) Most people seem to picture those type of people and end up incorrectly fearing they will look like them with a fraction of the effort.
Most people couldn't get big and bulky even if they tried. (besides being a fatass)
