Handheld games from the beginning of time have emphasized gameplay over everything else--maybe this is why you can find me playing something on PSP or DS instead of PS3 or 360.
Gameplay is key in a handheld game. The lack thereof, or if you're not having fun while playing, makes a game go quickly, quickly back in the case/box/pouch/pocket/w/e and put something in that's fun.
Oh, and you'd like a PSP RPG that has very good content, a decent story, decent music, and is pretty fun?

Metroid 2 (Return of Samus, yes, original fucking Game Boy)
Ace Attorney Series (maybe not so much on the gameplay but what they do mentally and how involved they get you, and these count as GBA games because that's what they came out on originally)
Castlevania GBA games
wtf, I don't have to go through these for you--it's not my fault you don't understand portable gaming one fucking bit and just bought a PSP because the games look pretty and you can run emulators on it.
