Pol error - 1160

I have ffxi on my comp, and at my moms house... going to moms for easter vacation, needed to update ffxi. I log in like normal get a pol update, after finishing, it closed and restarted like normal, but now when I try to input my pw (or anything for that matter) it instantly pulls up pol error - 1160, network is busy or there are connection problems etc...

Reinstalling is not an option, I sadly did not bring my disks :/

Any help is appreciated thanks.

Your PS2/Computer is not detecting an active internet connection. You possibly have blocked ports as well.

firewall is turned off, and how would i check to see if the ports are blocked. if that is the problem, which one(s) would i remove?
