I think a simple solution to this problem would be to code a back-up option into the game. Allow the user to create a server stored file with all the item codes, I think this wouldn't be a big problem for SE, the codes for every item 1 player can hold can't take more then a few hundred KB of space. The servers could hold up to 7 back-up images in the case your account is stolen and then emptied, and a new back-up made.
As for retrieving the back-up copy, the owner would need to give SE support a password verbally over the phone. Upon creating the back-up account, the owner would need to create this password over the phone also. A service like this I would gladly pay an extra $1/char a month for, I think anyone would gladly pay that for a little piece of mind.
This verbal password could also be used to retrieve stolen accounts. I keep seeing people spouting the "don't give out your password" bit, but now-a-days thats not always the case, if you get a Trojan on a website your screwed... Adding this service would be as easy as adding a new NPC.
The only failure I can see in a project like this is people not backing up their data. You could store a new back-up every time you get a new item.
The locker idea could be interesting, and oh hey, I just thought of an interesting failsafe idea.
Would just need a new tag beyond the R/E thing, could even use the Temp item one with a condition.
You need a certain LS on, to access the Locker the LS leader opens up, if you drop the LS/get it broken, the items vanish back to the locker.
To prevent the LS leader just up and running with it, it could be actual temporary copies generated off stuff the LS leader has, possibly sack holders too.
So it wouldn't be real items, just an ability to share the wealth among members who earn it.
To access it, you need to be in the moghouse of an LS leader or Sackholder.
LS gets broken, the temp copies vanish.
Each item could have one temp copy made, to prevent just "duping" a horde of your best geared sackholders stuff to everyone in the LS.
Could also have where one person can only have one temp copied item out at a time.
Given the way temp items work, I don't think it would actually be too hard to implement that, and would be a nice little encouragement to cooperate and root for each other to get gear.
Just doing "high-priced" items is walking that proverbial "thin line". I mean I don't think SE would want the job of determining what equipment(s) are considered "High priced". Some people march to the beat of a different drummer and buy in to the notion that "one man's trash is another man's treasure". Who am I to shit on their dreams?
SE typically has an all or nothing mentality in regards to things like this.
Replying to the OP, the only really awesome thing I can see form this being implimented, is people would quit asking to borrow shit lol.

As I said, use the temp item, any item duped into the temp memory would become R/E immediately, could only be taken from/returned to the Locker, and of course, would require the appropriate LS pearl in your inventory.
Well it was previously mentioned that to do all items would not be feasible because of the large amount of resources it would take. SE could experiment with particular sets of items like those dropped by HNMs. I don't want to go into detail, but a server recently had 2 characters hacked, both for gaiters. It's a highly coveted item, and both sold very quickly to other players.
I think when SE implemented the changes to LL, VE, and kraken, they left open the idea that they may expand on that if necessary.
I would think they could experiment with this process as well.
Let's face it, RMTs will always be around, just like there are black markets, and underground crime organizations in every country around the World.
SE shouldn't try to expunge RMTs completely from the game, cause it wouldn't be possible. But they can at least try to lessen their presence and effectiveness with creative ways to keep it so that regular players can enjoy this game and have fun.
If the RMTs want to make money, they can do it the old-fashioned way of just playing the game and teaming up with one another, etc. Just so long as they leave the rest of us alone.
Pretty sure it wouldn't be too hard to make a Temp item copy of everything in a mog locker type space.
Easier than just making tags for a bunch of stuff, converting items into new R/E items.

Make a system that gives an item a temporary /ex flag? As in, you give it to an npc and 3-7 days later, the /ex tag is removed?
This would prevent RMT from selling the items before an account can be locked down, and would not prevent a player from being able to replace gear.
Is making more r/ex items really the key? Or will that just make it that much harder for legit players to make gil.
I believe the only way to counter-act the hacking of accounts is by allowing the RMT to do what they used to.
Compete with real players in order to claim NMs and what not. Maybe let the RMT get back at it for around a for few months while SE can develop some sort of new password security system, fucking finger print scanning or something ridiculous like that. Otherwise accounts are gonna be hacked and theres nothing anyone, even SE can do about it.
