None of the options really fit for me, I used to really love dynamis but burned out. Now I quite like it, occasionally, mainly when it's on the spur of the moment.
Read through most of this looking to see if this was posted but alot was tl;dr.
If you haven't figured this out already, Dynamis is and will always be the single source for AF2 and relic upgrades. SE devs are the masters of Catch-22. Boring as hell but the only place you can obtain certain gear, which forces you to continue your hopeless journey.
They also won't change anything because it's a time sink; I'm quite sure that was intended on their part; firstly to allow maximum time to get drops per 1mil entry fee and secondly to keep us playing. If they created a small man type instance with a smaller entry fee and greater drop rate, regardless of the difficulty, people would get there gear much faster and thus have less to do; inevitably quitting FFXI sooner.
On a brighter note, I love the idea someone made about using an 'Ichor-type' point system. Having a guarunteed way to get your AF2 would most certainly get me to Dynamis more often. 3+ years without a single ice relic to show for it really sucks. That point system would also prevent the new dynamis people from ninja-lotting a relic you've been waiting months+ for; too many times have I seen shit go to people that didn't deserve it.
No matter the system, no matter the game, no matter the rules, no matter the drops, there will always be something someone will bitch about. I am not saying the current Dynamis isn't bad, I am just saying that whatever they change it to, there will still be complaints.
I also think an Ichor-like system would work well. You could even make the prices for AF2 exorbitantly, stupidly, REDICULOUS high, it wouldn't matter. Knowing "I'm 42 Dynamis runs away from <RDM/BLM/RDM/THF>" will make people extremely excited. It's not like people have one job anymore, even someone with 2 jobs, attempting to complete 2 sets of AF2 will have lots of work to do, and continue to attend, and probably level another job.
If it were me, i'd make points based upon how well you clear a zone, attach points to certain mobs, the more you clear, the higher your points, rewarding those who work the hardest and suceed.
I personally like the event itself, it's just the whole having doing it with other people part that sucks. After enough years of herding waves of newbies through cities just to have a shot at my hat that doesn't drop, then when we finally get enough people glacier clearance half of the group drops off the face of the earth and I get to run a new group through cities; every single run needing to remind people to not randomly run around doing shit they know they shouldn't do, seeing the same people completely lootwhore 50 city drops when I haven't been able to benefit from a city run in well over a year, the 'hay guyz i just hit 75 RDM with my nq rainbow cape and spider torque, I get to lot hat now rite?' morons, and of course the LS' that only xarc spam every week so it's a challenge just to get into the zone have burnt me out a bit.
That said, the actual event itself I still find fun when people aren't completely pissing me off, and the hat still calls to me.

Uh, yes they do. By making more money with the seed 10m, you can pay for more dynamises while making a profit. In these dynamises, you eventually get the piece you want.
Thinking in the short term is ridiculous, you'll ultimately get less than you could have. That's why the money is the real prize here and the others are for short-sighted suckers who don't know what to do with what they're given. It's why some people get the yearly prize instead of a lump sum in the real lotto, they'll get more money in the long term.

You are likely to end up with several relics that you want, and if your runs end up reasonably close to self-sustaining (not all that impossible with a good group), you'll probably still have a good chunk of that 10M at the end of it. Choosing the piece directly as your prize is, as you said, the sucker's bet - it's the option for people who have no patience, and end up missing out on greater results because of it.
