Now I don't want to endorse that specific proposal, but I do think that feels like it might at least work somewhat along those lines. That is, 1 macc = some fixed hit rate increase, hit rate based on increases in skill being a function either of overall hit rate, or perhaps checked against the mob's innate resistance to that particular element, and the accuracy from INT being a function of the target's INT, whose effects are tiered, perhaps something like low increase in hit rate > standard increase > lower increase > no increase (capped INT component of Magic Accuracy) as you increase your total INT compared to the target's. The idea being that if you are resisting frequently, there are several somewhat-independent possible causes, which is why the various solutions a person may employ (adding skill, adding stat, adding macc) seem to vary in their relative effectiveness.
