Earthquakes in China, historically speaking, have long been seen as heralding dynastic change- viewed by the people as punishment by the gods for poor governance of the country. Even today this is still viewed as ominous (in 1976 a major earthquake struck, killing hundreds of thousands of people, 2 months before Mao Zedong's death), and Hu Jintao's immediate response to the crisis is pretty telling- not in that he reacted so swiftly, but that the state-run media agencies made such a point of depicting his concern and immediate action. I'm not saying I think of Hu Jintao's motives as particularly nefarious, simply stating that in a historical context they seem a bit more mutli-faceted.

This will probably turn out to be an extremely devastating event in terms of cost in infrastructure, money, and human lives. One can only hope relief comes quickly to those in need.
