prior to the latest patch, we could receive just a couple % shy of a 100% reduction in delay, so i don't really agree with your thinking. in addition, the way -enmity is stacking up, it looks like -100 enmity means very nearly a 100% delay in that too. there are 100% decreases in FFXI, just most of them are inordinately hard to reach.
100% haste would mean a 100% reduction in delay, which means your delay would be 0. Your delay lowering equates to attacks per second going up exponentially but delay still means a relation of attacks and time (seconds per attack, or attacks per second), a 0 delay would mean you would attack
infinitely in a single second. The monster would die immediately upon engaging, so you can disagree all you want but it's not gonna change the fact of the matter.
There's a reason increases can reach 100%, because all it does is double the output (flee doubling your movement speed, weakness doubling your timers, sentinel doubling your enmity) but let's not go towards the divide by 0 argument.
