Salvage Set bonus

I searched and didn't see exactly what I was looking for, so perhaps someone can enlighten me. Are the set bonuses for Salvage gear only active when you have your full set on, or are they active in truncated form based on the amount of pieces you have on, starting at 2.

For example, usukane haste bonus:

1 piece on: No haste bonus
2 pieces on: 2% haste bonus
3 pieces on: 3% haste bonus
4 pieces on: 4% haste bonus
5 pieces on: 5% haste bonus.

Im sure this was probablyu answered somewhere and I'm an idiot for missing it, but any help would be appreciated.

Tis a shame really, Ares Legs and Hands giving 3% DA would be sweet.
