You mean these? I already checked, and there's no country code beginning with 0. Now, it could mean 0 (to dial out of the local area code, as used in some countries), followed by the country code 42, except that 42 used to refer to the former czechoslovakia until 1997, and is no longer valid. Also, that would only leave 7 numbers after the country code, which would only work if the country in question is small enough to not have area codes.

edit: Ok, I get it now. According to the OP, he's referring to an Austrian phone number, and according to this, phone numbers can be of indeterminate length, and dialing 04244 would direct to this place. This is what happens when we design a system haphazardly, it doesn't make sense to everyone.

According to this the 04 would represent a mobile phone, the 2 would probably be a region thing (?) and then the rest would be the phone number. If you were calling from outside of Australia, you would just leave the 0 off.
