Chocobo Circuit

For some reason it doesn't let my bird race at the chocobo circuit anymore. I've done a few races so far just fine and now it says I don't meet the requirements. I tried talking to every NPC but they dont say shit.

Do you have enough Chocobucks, victory points and Gil?

How many chocobucks does it cost? I can't find any npc that says how many bucks or victory points it takes for each rank. :/

The racing NPCs (guys with the red hat) have a submenu that tells you how many victory points and Chocobucks are required, thy can also tell you how many victory points you have, but not how many Chocobucks.
The C4 races (orange and red NPCs with red hat) require no victory points and about 10 Chocobucks.
C3 races (green) take 20 Chocobucks and 10 victory points.
C2 (blue) take 40 Chocobuck and 20 victory points.
C1 (blue, too, alternating with the C2s) take 80 Chocobuck and 60 victory points.

You apparently also lose victory points if you don't race for a long time (30 days? I don't know, should be in the introductory update notes).
