Look don't be a douche, of course it is spell acc, the fact is it says nothing about 'magic acc' magic acc was a new stat added that lets a piece of gear cover ALL magic instead of adding SKILL boost of every magic on that piece of gear. In fact they could have added this also to help make pieces of gear hold more magic boosts instead of having to be 'capped' by the amount of stats they could put on gear. In the last interview they stated that they could only put so many stats on gear, this may be a reason why they added magic acc.
Now, as for the term 'Land rate' yes that is a better term than HQ staff '+15% magic acc' ROFL LMAO GOD DAMN MORONS. HQ staff has a 'Land rate' of 15%, aka you have all the gear that helps boost % rate you will land a spell, and HQ staff is = to 15% higher land rate.

They have added tons of gears with magic acc bonus since TAU release. Prior to that the only set that add considerate amount of macc is RDM JSE which only adds 15macc (HQ version).

while no gear enhanced magic accuracy in any tangible way beyond stats and ele staves until the rdm JSE set came out, this does not mean the game did not factor it in. at lvl 1 your accuracy gear choices are exceedingly limited to say the least. this does not, however, mean that you don't have an accuracy trait. the bottom line is that we have no actual testing that i can find relating magic accuracy to skill to the bonus from stats to elemental staves. it's a very nebulous topic at current. i'm trying to formulate some tests to run myself atm, but i've not had the time to try them or to confer with others smarter than i to ensure that my tests have the needed rigor to be of any scientific value. we can not draw any scientific conclusions regarding elemental staff vs the macc staff without more testing and information. the only thing we can definitively say is that this is a superior choice to a kirin's pole if the int will break a tier for an elemental debuff. that's it.
btw, you want evidence that it's not likely so simple as an ele staff just having a hidden macc? macc to the best of our knowledge (some limited tests were done though to admit this as conclusive proof we'd need more testing) has no impact on charm accuracy, and yet apollo's staff is one of a bst's most important pieces in their toolkit. this debate won't end i suspect until some hard testing is done in a variety of environments demonstrating the correlation.
Call it Land rate or call it w/e the fuck you want to (stop argueing over what its called.. it isnt important). The point it, 5 magic acc doesn't mean your spells will land 5% more. Just as accuracy to melee doesn't mean you'll hit the mobs 10% more with +10 acc. We do have a similar term for melee its Hit Rate (or parse accuracy). I am pretty sure "Magic Accuracy" as a secondary STAT to gear was added around when wise gear (or was it nashira idr) was put in.

Edit: Thanks sooo much for the testing done on Acc vs Skill vs Stat. I had done such a test using enspell and come to a similar conclusion (acc>skill>stat).. but my tests were so small I couldn't rely on them completely.
Nobody is trying to say that m.acc is itself a direct percentage decrease in resist rate, we're basically just laughing at this guy for calling it "land rate" and the hideously garbled way he tried to describe eseal. The primary issue on this page is that there's been little or no formal testing actually done on the acc provided from ele staves to determine the exact reduction in resist rate they provide, and if that reduction is either constant or scales with your acc (i.e. is it a flat bonus or is it a precentage bonus?). Nor has there been on m.acc in general, or the absolute effect of skill. This is harder to test than melee accuracy because the game doesn't give you a handy message about it when you /check the mob, so it requires many long evenings of casting the same spell over and over with very controlled conditions and then parsing what happens and few have the will to do this.Originally Posted by HadesBothari
