Enfeebling skill only 'counting' every 5 levels of skill.

Ok, so for the longest time, I thought that enfeebling skill was 'tiered'. Ie. 320 skill was the same as 324. Its not changed my gear choice or merits, its just something i always thought to be true.

Apparantly I'm an idiot.

Help me out BG, was there a thread, or some time, when it was commonly believed that enfeebling skill acted this way?

Possible, considering the tiers involved with elemental magic.
