Can't run in anything but Safemode

So, about a week ago my computer decided it wanted to freeze on me. All the time. I can boot up in safe mode, but obviously can't do much with that.

I've been able to get into full mode long enough to try to reformat, but it tells me that something is running, and choosing to terminate them just closes the c prompt. I've noticed about 30 files directly on the C drive with seemingly random names that I don't remember seeing before that.

Really not sure where to go from here; I've backed everything important up, so... up for most practical suggestions.

Edit: Running Windows XP; the only recent changes that I have done are the FFXI updates, and noscript updates. About a week earlier, my wife installed Quicken, and about two weeks before that she installed an ipod program.

Uh....why are you trying to format from the windows command prompt? You can't do that. Get your windows XP reinstallation CD, pop it in, boot from that, and have it format and reinstall windows. Load all your stuff from your backup and reinstall everything, and you're good to go.
