Set the security to require a usb drive (or some other storage that won't be sent back with the system), can't touch it at all without that.

They (the people you're sending it off to) most likely won't care.
If you absolutely must, reformat the hard drive, write info on it fully, reformat again, and to top it off, defragment (I think defragment works, but I'm not too sure, I just threw it in for good measure). Since a hard drive today in anyone's hands is quite deadly, especially if they know how to use tools to recover what you've "think" you deleted before, etc.
An alternative solution is to rip out the hard drive and replace it with an identical one.

If you're going to go the super-paranoid route, simply changing the password elsewhere doesn't change the fact that your POL ID is still on the old hard drive. FULL reformat, write 0s to disk, FULL reformat and reinstall using the OS recovery disk that came with the system is definitely the best bet short of swapping out the hard drive.
