This happens at random times, and when it happens, I restart my computer, which normally fixes it temporarily, but this time it didn't. Does anyone have any idea what is causing this?

graphics card overheating/dying or it's actually happened to me due to general computer instability from overclocking
yup. graphics instability - could be corrupt data files too (unlikely) try reinstalling.
I'd personally start saving for a new vidya card, but you can try cleaning out your case/fans really well, make sure your card's not overheating and such. Theres a few programs like speedfan that can show you your temps.
It's called artifacting, and it's a graphics card issue like everyone has said. Try Day's suggestion first, if it doesn't fix it, you'll need a new graphics card, or you might have to underclock your current one.
Alright, I'll try cleaning my case and fans, but in the event that that doesn't work, what are some good, affordable video cards? I normally just use whatever comes with my computer. <.<;
