I currently just got 230 Dagger skill on Ranger and I wanted to do Eviceration quest. I went to talk to the mithra and first she tells me about my repulsive stench. Then I talk to the other mithra in the tent and she gives me this quests with Angelica in windurst. All i talk with the dagger quest mithra talks about angelica. Im not not able to get any CS for cloak and dagger. I have 230 native skill active. I do have Gun of trials quest active. someone told me that might be it but im not sure if that totaly it cause some people have said things that even if you do she wont give you the quest. Sorry for all the typos btw im just a little pissed >_>;

This is correct. Either finish or cancel the Gun of Trials quest and you should be able to start Dagger.

Given the OP mentioned being a rng, there's no way he should worry about Evisceration before Detonator.
