For 99% of the farmers being westerners, they sure do speak chinese well. And all the gilselling websites on 5 pages full of the google ads on the front page of the forums (when not logged in) are from *.cn addresses. Where's *.cn again?

My observations on the matter:
Chinese DO Farm the gil, and we've learned they do it by any means necessary. I don't know of many americans that would farm gil for 20 hours a day for like 10-15 bucks in rice. We're too lazy for that, we just stand on the street corners and beg for change with promises of doing work or some other lie.
It should be obvious to anybody who's been playing this game for more than a month and aren't mostly retarded, that a majority(95+%) of the gilfarmers in this game are Chinese. The End.
In 3 years on FFXI, I may have met 1 or 2 Chinese LEGIT players living in China, never any non-Chinese LEGIT players living in China. And I was a pretty sociable dude.

To the point, banning China at the IP level? Hells yes. Don't misunderstand though, I don't hate Chinese as a race, I mean, they got some hot women and Chinese food is definitely one of my top 3.

I'm sure there are more than a few North American RMT, to be honest, there are probably several other places around the world, but China is by far the leader.
FFXI is not supposed to be played in China. It was not released there, the government does not allow it. The vast majority of people playing FFXI from China are in fact, yes, RMT.
I do feel bad, if they block all Chinese IPs, because i'm sure there is a valid number of legit players from there (Chinese people, and people who are living there). I feel pretty bad that legit players will get fucked over because of the RMT, but then again, proxies, etc, they will find a way around it i'm sure. Hopefully it's possible to ban blocks of IPs or some such, tracking down specific RMT hubs, where you have like 30 people in one building playing.
As of yet, it's not an across the board Chinese IP Ban. The RMT miners in Gusgen are still there, like clockwork, as they have been for the last two years.
The problem with saying "stop buying gil" is that gilbuyers don't give a shit how hard RMT make it for honest players to farm gil. They are just going to buy it outright and dodge the hurdle, and fuck-all to everyone else. There are three ways to effectively stop gilbuying:
1) Remove the ability to transfer gil between players.
This is horrible, and would have ugly repercussions on the game. It would stop gilbuying, however it makes the situation worse in another regard.
2) Make it so that the penalty for buying gil has teeth. Right now, we ban gilsellers, and give the buyers a slap on the wrist. If you ban 5000 accounts for RMT activity, and you feel really good about the assertion they were RMT, start looking at where they transferred gil to and from in that month. There has to be a buyer somewhere. Ban his ass too.
3) IP Ban China. It's an inflexible catch-all, but the minority is sadly irrelevant.
