I tried a search on this and didn't find much, so what is the cheapest way of modding a PS2 to play hacked games?

Depends on which ps2 model, I think the 50000 series was easier to try this with. Friend of mine used to let me use his swapmagic cd, but seems they ask to pay for it from the official site...

Had my slim PS2 modded by this guy awhile back. Might be a little expensive, but the chip he installed (Matrix Infinity) booted up every import game with no problems ever.
Which version do you have? Fat, slim? Different alternatives. For example, I have the fatty with the HDD, the one from FFXI, when I quit I used it to play games from there. I used SM (Swap Magic) only once to install the memory card exploit. That exploit runs ELF files (think .exe in win) and allows one to play almost any ISO.
Matrix Infinity is where it's at.
I have a SCPH-35001 (HDD PS2) and I used the SwapMagic method. It worked very well. Although my version of the product (older than current) had problems with DVD-9 discs (dual layered discs) it still did the job. The newer versions tho fix those problems and also has a higher % boot rate. The only down side to this method was having my cover (top half) of my PS2 switched with an uglier top flip one, but it's cheap and effective.
As for Matrix Infinity... mod chips are even better but you'll have to know how to install them on the mobo (unless they have solder'less versions. Don't know haven't kept up with the times). Modchips are also more expensive and/or more complex to install. You could have the location do it for you (if they still do this) but it'll cost you more.
There's also HD advance which lets you copy your games to your HDD (ffxi HDD or non ffxi HDD... Maxtor for example). The disc formats your HDD then you copy your game to the HDD. You use the disc to boot up the menu then select your game from a list. The load times will greatly improve. This however doesn't let you install both FFXI & other games on the same HDD.
Mod chips are generally more expensive than the oth
look up the websites of the products for more info on various PS2 models compatibility and HDD compatibility.
Goodluck & Happy modding~
^What he said. But let me elaborate a bit more about what I have and what he mentioned, HD Advance.
The free version is HDLoader, which were the original creators iirc. Anyways, the program can be installed in your memory card + a PS1 discto boot it up. Then from there it will launch it and have access to w/e iso you have in there. The advantage of this over the previous methods, is that you won't have to mess with burning discs and it's the cheapest $15~
It's a bit of work, but once you get the hang of it very easy and worth the effort. You can get your iso and transfer them directly from your pc to PS2 via a cross over cable. Also, I still log to FFXI with my friend's account, so having both things in there is no problem. It's a lot of stuff, you may wanna check out this vid and shows you what you'll get into: http://www.youtube.com/watch?v=DeHDnbdyJwY or just youtube/google "memory card exploit."
I think I'm falling in love with Lyndall Jarvis... especially that pic (from your avatar) <3<3<3
