You very clearly don't know jack shit about nuclear physics. Yellowcake is not "low-grade enriched uranium". It's not enriched at all. It's not even CLOSE to usable for a nuclear weapon. It's not any more dangerous (or hard to get) than raw uranium ore, which is not very hard to get at all. Saying that his stockpile of yellowcake was enough to make a bomb is like saying that that big mountain has enough iron in it to make an aircraft carrier.
It's no big mystery that Iraq had a nuclear program prior to the first Gulf War. It's also no big mystery that they tried to continue it after the war, with virtually no success, largely due to international pressure and inspections. There was no usable amount of weapons-grade uranium produced, and their efforts were closely watched. They accomplished nothing of importance besides some 1940s-era centrifuge prototypes (which didn't work), and the program was eventually shut down. I'm sure it could've been resumed "at a moment's notice", because there was very little to resume. They were years, at the very least, away from producing any kind of result, and it'd take even longer to do it covertly, right under the watchful eyes of the IAEA.
In short, your rationale for invading has shrunk down from "He had nukes!" to "He could've had nukes, if there weren't international inspectors breathing down his neck, and if he had a few years, and if his scientists weren't incompetent!". I know this is hard for you to swallow given that you've been brainwashed by George into thinking that he MUST have had WMDs, but to use your own format...
FACT: International regulation efforts were completely successful in stopping Iraq's nuclear program before weapons were produced.

Edit: Also, relying on a tellall book as your primary source is... laughable at best. It's amazing how far the truth gets stretched when you're trying to sell copies rather than just get the information out. And before you jump on me and assume I'm being a hypocrite, that applies regardless of the political views of the book's author.
