Like I said, there is a ton of precedence for people switching specs between raid fights. There is no precedence for switching specs in a BG. If they don't allow it in arena, why would they in battlegrounds? If anything, respeccing during a battleground is more akin to respeccing during a raid boss, not after or before.
Currently respeccing between fights just wastes time, and my soul shards, it doesn't impact the fight itself. On the other hand, it could impact battlegrounds in a big way, but not for all classes. A paladin for example could switch to prot to run a flag, or solo defend a node for as long as possible, switch to holy to defend a flag carrier, etc. Where as a mage can do what? Spec out of frost for no reason?
It would also encourage people to have TWO pvp specs, and give them an advantage for doing so. For example on my lock I will probably have an affliction raiding spec, and an affliction pvp spec, but if I had both an affliction pvp spec, and a deep demo pvp spec, it would give me a similar but lesser edge of switching to a prot spec, using meta for temporary survivability in certain situations.
They also announced they are trying to implement rated BGs. It would be retarded if everyone has to base strategy around everyone being able to respec on the fly, not to mention use both of their spec slots on pvp if they want to be at the top of their game. In that sense it defeats the one of the main reasons for adding the second spec slot in the first place.
