He's definitely a bit on the gimp side. I think the thing is the highlighted piece of gear. Full-timing a Ninja Hatsuburi is one thing...but it could also be in due to casting enfeebles.

Looks like he has a Chiv. Chain too, and with Sushi would probably be doing somewhat decently in terms of ACC. I would guess probably 80% range.

What those three look like to me are people who did a lot of XPing in Campaign...

DRG in Hydra body's not hateful IMO, at least until they can get something better. It's decent walmart gear.

It looks like he's holding a Thalassocrat, so it's a DRG. If it's the hydra body he's wearing then it's not bad, though there are a lot of better choices for him to be wearing. If it's the gavial body though, he needs hit...hard.
