I'm going to have to go with Weigraf. Just a truly tragic character. I'd also say Delita, but I'm don't really think he counts as a villain.
Oh! I'm throwing in Ghaleon from the original Lunar (Sega CD version preferred). I'll never forget some of the monologues from that game. They're burned into my psyche as part of my growing up. Now I just need to find an ISO of Eternal Blue for Sega CD and finish that one.![]()

Magus. No "Villain" in an RPG has been nearly as interesting and intimidating to me.
Kefka did NOT want to rule the world. He makes this quite clear in his speech before the final battle, claiming he wanted to create a "monument of nonexistence", or something like that. He wanted everything to be consumed by chaos and nothingness, he'd be bored in no time flat if he just ruled the world forever.
Curious. Why did he wait so long to do such a thing then? Weren't you passed out for ... 2 years (can't remember anymore)? Pretty sure after he got the power he could have easily done such a thing.
But I do agree with your last statement about him being bored if he just ruled the world.
Kind of goes along with that thing where you are having more fun achieving something than when you actually achieve it...
I'm not talking about the graphics, but the actual script and how the cutscene are played. I'm not sure Kefka had 30 lines in the whole games, and his only backstory consist of a single answer from the emperor (when Gestalt tells you he was a failed magitek knight experiment)...The World of Balance and the World of ruin was a good idea, but you can't say the concept was detailled either. Break the balances between all 3 statue and the world will be destroyed..it's kinda simple.
Try to compare it to any villains from the psx era (and after), and you will understand why I say they can't be compared. It doesn't mean those game werent good, or that the story was uninteresting, but the storytelling was lackluster.
And for god sake, you can't compare mario/megaman villains to a story driven rpg. Compare the apple with apple at least.

Yeah, he was awesome. I really liked what they did with the villains in SH2. Even if 2 of the 3 "big one" were cliché, the final arc added a really nice touch to the game.
It was also nice to have a villain who didnt have the villain vibe to him. (no white hair, emo poetry, evil laugh..etc)
