I'm not talking about the graphics, but the actual script and how the cutscene are played. I'm not sure Kefka had 30 lines in the whole games, and his only backstory consist of a single answer from the emperor (when Gestalt tells you he was a failed magitek knight experiment)...The World of Balance and the World of ruin was a good idea, but you can't say the concept was detailled either. Break the balances between all 3 statue and the world will be destroyed..it's kinda simple.
Try to compare it to any villains from the psx era (and after), and you will understand why I say they can't be compared. It doesn't mean those game werent good, or that the story was uninteresting, but the storytelling was lackluster.
And for god sake, you can't compare mario/megaman villains to a story driven rpg. Compare the apple with apple at least.

And bowser wasnt always good either. His personality and character changed a lot over the last 20 years.

For his time, I think he was interesting. By today standard, he is overated.
