Balrahn Eidolon is located in only two places in the DAT files, Caedarva Mire & Alzadaal Undersea Ruins. Judging by that screenshot it took place in the Undersea Ruins.

(If anyone is curious, an eidolon is an a phantom double of sorts from Greek mythology, keeping in line with ToAU HNMs)
