So, since it doesn't pass it's the republican's fault even though if the democrats had voted for it together it would have passed. So since Pelosi right before the vote gives this big speech about failed Bush economics even though he supported this and wanted it to happen. I'm just trying to figure out all of this. I'm no economist nor expert or anything close to that so I'm just trying to figure it all out so I can understand better.

If you honestly believe that Pelosi's speech turned this affair into partisan politics, you are utterly retarded. This has been highly politicized from the start. Economy fucks up, Bush administration proposes bailout plan to prop up both Wall Street and the taxpayers' investments. The Democrats decide it's the best solution for the problem (With which I do not agree), and House Republicans seize the opportunity to make this bailout a Democratic cause (While countering with an absolutely ludicrous proposal where taxpayers end up paying for the bad debt and corporations walk away with whatever it ends up being worth).

Pelosi's speech is partisan, but it's just one salvo in a partisan battle that was started by Republicans trying to shift the blame for the consequences of their actions to the Democrats.
