EDIT: To clarify, I know that Palin's quote got a higher rating, indicating it was easier to read. But because Biden talked at a more sophisticated level (college level as the President even said), he is therefore really speaking at a lower grade level than her?
Sorry, poor wording by me, not "referring to", but "in context" to. I think the writer was talking about Biden's long winded replies of higher levels, as the quote came after talking about Palin's and Biden's long winded more complex and convoluted arguments.
Edit: Maybe the write just wrote the article poorly, at least in that reference. He stated that in readability statistics, you had to be a college grad to decipher Biden, but like 5 paragraphs before that, he states that Biden's readability was easier than Palin on a scale of 1-100. So you have to be a college grad to decipher an 8th grade reading level? I guess I don't get it either, I just thought he was referencing the complex grade 15+ quotes he used in the articles, but the verbatim statement the writer makes seems pretty blanket describing the entire debate.

Maybe overall Biden spoke at a lower level. It is an average of highs and lows and that last one was one of the higher graded sentences.
I wouldn't put too much stock into this grade level thing seeing as how it basically shows the sentence can be retarded yet still be considered high level.

That quote from Biden was rated at 15.6, 16 being a college graduate (4 year degree). The Palin quote was 18.3, or around a 2 year masters program.
They aren't complementing the rating, rather complementing Biden on not going too far in that exact quote. They said that quote would usually lead to something hard to understand, going beyond a "16" rating. If you're in a debate target audience is important and if your speech would rank at a 16 or 18 total, basically you just left half the country going "wat?".
Obviously the target, however, would be a little higher then 8th grade... Unless you're going after the black vote.

Generally speaking, a higher "grade level" can mean one of two things. The first is that the person is great at putting together sentences on their feet, and can skillfully manipulate the English language to express themselves precisely. The other is that they talk in run-on sentences and are good at keeping their mouth moving with not-quite-nonsense while they figure out what they're trying to say. It can't really differentiate between the two, because it doesn't have a clue what the sentences are actually about, it's just measuring various metrics related to word count, sentence structure and choice of tense.
99% of the time, politicians are the latter.
