Pretty sure he wants to create a new agency to monitor carbon emissions. If he doesn't the EPA is going to have to expand.

That's actually one of many new agencies, funds, and departments of oversight he wants to create. Haven't heard much about what he wants to cut out of government.

Add that to the tax breaks for the 95% business, and increasing taxes on corporations that will just move out of country, and I'm very curious how he plans to balance the budget. I know he's going to try to cut military spending, but I weary of how well that will go over.
