Maybe, but since people are getting msg at 90 pts @ 0f(some other person got 2nd msg at 250 point 0f) can only mean it probably has nothing to do with floor progress at all. Maybe the ws points only count if its the right kind of elemental properties the relic ws has?

Maybe the person who got 2nd message at 250 didn't check until 250 because he/she assumed the WS would be unlocked at that point or other such mistake. The NPC does specifically say that the further into Nyzul an adventurer ventures, the deeper their affinity with their weapon. And then goes on to say that someone who already possesses a runic key with have stupendous results or some such thing. So if you go by what the NPC says, it does relate to Nyzul progress.

To answer my own question for anyone interested, I headed down to Kuftal and did 250 WS Points, or about 80~85 Distortions (Power Slash > Viper Bite... don't ask lol) and Mordant Rime was unlocked for me. There is no message, it just shows up in your weapon skill menu the next time you happen to open it.
In the time it took to do the SCs, I went from 114-139 Dagger. Main point being, having any sort of skill with the weapon you are trying to break is not a requirement, though in most cases, especially with melee jobs, you would never notice this anyway.
I didn't have much time to test the WS, in the acc gear I was wearing with Double Minuet (and only 139 Dagger skill as mentioned...) Mordant Rime landed for 516 damage. With my dual boxed PLD I tried a couple SCs just to see if either would create Light or Darkness and ended up with Distortion when I did Savage Blade > Mordant Rime, and Fragmention when I did Swift Blade > Mordant Rime (that info may be enough to deduce Mordant's SC properties, I don't know off the top off my head). No idea on the effect of the Slow yet since the person I was dual boxing was eager to have me return the favor so that they could unlock their COR ws.
