Fact. Was at 250 at 96, then at floor 100 the WS appeared.

@4400ish now, talked to a GM seeing if there was a bug with the WS quest and he may of let slip something interesting:

the gist of it was I was putting in a ticket to see if there was a bug, he asked if I had gotten 5k yet, then told him no then he went into the cannot discuss game mechanics speech.

Take it as you will, but if I break 5k and its still not unlocked, I'll put in another ticket

So you have to return the weapon to the NPC to learn the ws or will it just automatically appear in your WS menu?

after you get enough points it appears in your WS list while you have the weapon equipped, but to use the WS with anything else you need to turn it in

From what i've been reading some people have had to swap the weapon out and back in before the WS showed up.

Updated OP again with information gathered the past few days. I put the ws points per nyzul floor as -250 per 5 floors. Yell at me if i missed something / screwed something up.

It seems to be closer to 220-230 per 5 levels based on some of the accounts here, like the 2300ish one at floor 45
